Why should this Good Samaritan Doctor be penalised for giving a "Helping Hand" to a patient? ?

Simply because someone is ually arroused while in the care of a physician, it does not mean that the doctor can (or should) provide gratification. And from the article that was linked, it was ual gratification and not "relief." Now, as to wether it was the doctor's or patient's gratification is a matter of debate. Either way, he acted inappropriately.
