Do you think people give up on horses too quickly ?

Just a general question really ,because I know quite a few people who have sold on horses for what I would consider fixable behavioral problems such as napping or buying a young horse and then finding out that it's actually hard work to bring on a youngster and giving up . Personally I believe that no horse (or person for that matter) is ever going to be perfect and it's better to work out problems than to give up. I know not everybody has the ability or the time to work out problems but that's what instructors and trainers are for :). Opinions ?
