Is this china report of US next 50 years for space correct.?

space exploration changes all the time. if plants were detected on mars(for example), mission priorities would change overnight. if a large object was detected with a one in ten chance of an earth impact within a 100 years, that would redirect all worldly space activities rather quickly. see my point? another major factor is cost. robotic probes are way cheaper than any manned missions.
