Question about the uss gw cvn-73?

There are definitely phones on every ship for sailors to use, HOWEVER, the phones aren't always "ON" and available for sailors to use. Its at the discretion of the CO/XO/ship leadership. If the phones are down its usually just temporarily while their getting underway or if something clified is going on.
